Omar Izfar is a Shareholder for the Land Use and Zoning Section of Wilson, Cribbs & Goren, P.C. where he assists clients with complex land use and zoning issues in connection with commercial, industrial, and large-scale residential development projects.
Although Houston lacks formal zoning laws, it has a sophisticated set of land use controls that affect land use and real estate development, largely through the subdivision platting process. Numerous other cities in the metro-Houston area and along the Texas Gulf Coast have form zoning laws and other regulation of real estate development. In addition to assistance navigating complex governmental regulation of land use and development, Omar assists clients in collaboration with governmental entities in the formation of public private partnerships and other governmental incentives in development projects.
Omar’s extensive experience in land use and zoning sets him apart from his peers and gives him a perspective that adds value to complex development projects. As evidence of his knowledge, he has published numerous articles about zoning and land use approvals, deed restrictions.
Omar has assisted his land use clients with entitlement diligence for millions of square foot of regional distribution and other industrial uses, multifamily use, master-planned communities and numerous retail and other commercial uses.
Omar has also participated in litigation regarding zoning, vested rights, annexation, regulatory takings, plat approval, and zoning and other development entitlement disputes.
